No expert, but it sounds like, after 20 years, the threads on the crown and/or the crown tube are worn enough that they don't mate tightly anymore. It's a simple fix for a watchmaker, but it will require OEM parts so it won't be a dirt-cheap fix. The usual issue is stripped threads - more of an issue with the Aeromarine range because the crown tube is integral to the middle case so more costly to address if it's not under warranty. It will need service attention.
Threads can strip on absolutely any watch with a screw-in crown, but it's far more of an issue with grade 2 titanium that Breitling used to use for the old model Seawolf and others. You'd be no more likely to suffer a stripped thread on an SS Seawolf than on an SS Rolex, or an SS Omega, or SS JLC, or any other SS watch. Just rotate crown and put some pressure on it while winding until the threads catch. It is probably a result of a small crown.
